it might just be that all the soil that is covering it is "loose" now, since they were doing construction there. It's possible that over time, the soil will compact, and it won't be able to hold as much water.
Whether this will be a problem, nobody knows.
it really depends on how much/how often your sump pump will run. If the ground around your home slopes gently away from the house, then your sump pump shouldn't run, hardly ever. even in very hard rains.
If on the other hand, the yard slopes in toward the house, or you have a "walk up basement" with a drain at the bottom that drains into the sump, then it would run every time it rains. And during prolonged rain, it might become a problem.
If the pipe is 1.5" PVC, you can probably closely calculate exactly how many gallons of water that run of pipe could hold on its own. Then factor in that some water coming out the other end will drain into the group.
if you really can't find the other end of the pipe, and this worries you, I'd cut off the pipe where it exits the house, then start over and put in a new pipe. you don't have to have a "pop up" emitter on the end, leaving it "open" is perfectly fine. That's how mine are.....
