this doesn't strike me as the most novel and difficult thing in the world. car dealerships sell to first-time buyers millions of times per year. they handle registration and all the other necessary legal stuff.

when you know what car you are buying (it has a unique VIN), you can call or go on website of prospective insurers to get a quote and establish a policy, effectively immediately. it took me all of 5 minutes internet time the last time I did that in the US...and that was well over a decade ago! then you drive your car home.

if you need a car for immediate use after landing at the airport, rent one.
