Can one transfer securities from individual to joint account, without incurring any capital gains? Specifically, I'm asking moving between Etrade individual to Merrill Edge joint brokerage. Thanks.

IMO you wouldn't be able to transfer assets between an individual account to a joint account at all. They are very picky about account registrations when doing transfers.
