It is difficult to be very specific without more info. Is the employer a private company or the gov't, the specifics of the HDHP itself, etc.

There are rules about when one starts Part A and how this has an effect on a HSA.
Part B has regs about when it can be started, when it is effective, and how it works if still employed and how long after retiring to sign up for it without a penalty.
