DPL Financial Partners, which develops no-commission annuities, is mentioned in the article. I had never heard of DPL Financial Partners until I read this WSJ article. Looking at their website they look like one of the good guys in the annuity world. Has anybody done business with them?

I had not heard of them before, but their association with Wade Pfau and David Blanchett is a positive sign. I looked at their website and could not find how they are compensated given that they say no commissions. I could probably find it if I spend more time poking around, but really they should explain upfront how they are getting paid.
DFL is supporting annuity sales through Registered Investment Advisors (RIAs). RIAs are compensated by AUM fees.

The website even mentions that advisors can grow AUM if they sell through DFL.
