I have a vague recollection that the government CPI ignores essential stuff that everybody needs (fuel, food, etc.?) ...

Does anybody trustworthy publish an alternative to it that's more realistic? You know, an index that follows everything essential a working/middle-class person needs?
No. You are thinking of Core CPI. The government actually publishes several different measures of inflation (similar to different measures of unemployment).
How realistic is the one the Fed presumably follows (currently ~3%)? More importantly, which one is more accurate for most people who are of modest means?
