If a sector seems to be too large, the sensible thing to do is to divide that sector into multiple sectors. And tiny sectors should be folded into another sector.
Like asking to have a pizza cut into 4 pieces because you're not hungry enough to eat 6.
They literally did this last year when they moved Visa, Mastercard, etc., from "Data Processing" under IT to the financial sector. These were two of the largest IT companies in the world.

Anyway, the sectors seem pretty arbitrary:

Communication includes Alphabet (Google), Meta, Netflix, Disney, and News Corp. (Google and Facebook were IT until 2018.)

Consumer Discretionary includes Amazon, Home Depot, and Chipotle.

Target and Wal-Mart, however, are Consumer Staples.

CVS is in Healthcare but Walgreens is in Consumer Staples.

Equifax, Snap-on Tools, and Southwest Airlines are all Industrials. FICO is Information Technology, though.
This post is very helpful, and makes the point that sectors are kind of meaningless
