There are waterproof transparent pouches that cost a few dollars.

I’d be reluctant to use one for prolonged swimming, but they should be good for accidental dunks and splashes.
We have used these on several trips and they work great. Even took them snorkeling and just swam with my phone hanging around my neck. Phone stayed perfectly dry and took great underwater photos and videos. Didn’t take it deep though. Just a few feet. We have also used them in pools with the kids.
I have snorkeled extensively with them too, but rarely they can and do leak enough to brick a phone (personal experience) if they aren’t sealed right. I didn’t want to endorse them too enthusiastically to the OP for that reason. You can also double bag — phone in a ziplock sandwich bag, then in then pouch — to be extra safe.
