Just to close the loop, that's the same part I'm looking at. I read it as renouncing citizenship, although it doesn't use that word. I could be wrong about how the US interprets it. My understanding matches those I know who have gone through the process.
Allegiance is commitment and loyalty.

Citizenship is a legal status.

The oath is saying "my heart is here".
