Now, while it looks like the HMRC relief only applies if I pay it directly, the reference states: "Direct tax means foreign tax charged on a dividend by deduction at source or charged directly on the shareholder." In my view, the issue becomes whether the withholding tax is charged at source, that is, each S&P500 company pays it rather than Vanguard Ireland. The fact that it is called "withholding" suggests the source keeps it to me, but I am not sure.
