As one looking to downsize to perhaps a condo with HOA, what percentage of the US HOAs take this position of not letting lawn go brown or consider a brown lawn not "maintained"?

I am not the poster you asked. HOA rules are subject to state law. Some states have passed laws limiting HOA power to mandate lawn requirements (i.e., CA, TX, FL, ME, MN, etc.). It’s a growing environmental trend against HOAs that require high-maintenance grass lawns or prohibit native plantings or xeriscaping.
