I haven't experienced the foreign country use rule myself, but many others report that it is enforced. I don't travel that much, but I use Google Voice, and just prepay data service when I travel. That would be the best solution for keeping a US phone number. Prepay data service from vendors like Mobimatter and Roamless are much cheaper per GB that Fi, I use MobileX in the US, (Verizon network) because I don't pay for any voice minutes at all. I just make calls over data and wifi.
