All you need is info from an account statement and stuff that is already out there for everyone to steal - SSN, etc. Like home invasions, it is probably rare, but that doesn't mean you should leave your front door unlocked at all times either when locks are readily available like Fidelity's lockdown feature. Brokerages not taking security seriously like Vanguard are not one I want to do business with anymore. Those that don't support an authenticator app or they don't notify you until well after the ACATS transfer has taken place. I'm looking at you: Vanguard!
I am not aware of ANY brokerage besides Fidelity where one can turn such a feature on an off via online self-service. Save your Vanguard venom for an actual Vanguard specific problem. This is an industry wide issue.
As far as the lockdown feature, yes, but other brokerages have authenticator apps and better notifications of transfers.
