OP here - the email I received said to call Vanguard and reference project ZEN24 if you had questions and wanted to verify the legitimacy of the offer and gave Vanguard's phone number. Since I was bored, I called and the rep I spoke to at Vanguard could find nothing about this survey and said his back office people couldn't either. When I mentioned the offer for a $25 gift card if you complete the survey, he suggested I might want to consider deleting the email since Vanguard (as most here know) typically doesn't offer incentives like that. Who knows, could be legit, but no one at Vanguard that I spoke to knows about this survey.
