agree; some browsers just don't work well. I use Brave and for some VG functions I have to have shields down.1. Use a different browser.Vanguard statements. RO/IRA, Roth, and Taxable Tr. I like having the monthly statements.
I tried paperless and had trouble finding statements to print. So I asked to be put back on paper statements. 3 times. They don't send the 3 statements.
So I went back to trying to print them myself. Miserable. Log on to print one statement. Log off and start over for the next statement.
I am going to the box with the four horizontal lines. That's where I find statements. Chose year and months.
I must be doing something wrong. A Vanguard rep tried to help me Friday. We were on phone at least 30 mins. She didn't know why I was having this problem.

2. If that doesn't work, tell us what browsers you tried and whether you're Windows or Mac
3. Any indication if it's the browser or Vanguard blocking the download? (I download from Vanguard regularly w/o problem so guessing it's a browser issue)
You can also try online search the problem for the browser you use... e.g How to tell Microsoft Edge to let you download a file it's blocking
