Personal Finance (Not Investing) • Concerning energy rebates, is the IRS saying they don't count as income ?

Why would a rebate be considered income? It is essentially a discount on a purchase.
If you get a rebate on something that is a deductible expense, and you itemize, then a 30% off discount means you only get to claim your actual 70% cost rather than adding 30% to income and claiming a 100% of the cost as a deduction.

If you use a 39 cent coupon at the grocery store, is that income?
