Actually, Fidelity does allow some of this. On the maturity date, the bill at par appears in the cash settlement fund. It's still pending but it's good enough to allow you to place an order for an auction or to buy the bill on the secondary market.
Do you have margin enabled on the account?
I don't have a margin account at Fidelity or at Vanguard.
Is it a cash settlement account vs. a money market fund? Is it an IRA? What's different about my friend's account that he can't use the proceeds from a bond on its maturity date?
Perhaps your friend is wrong? It’s pretty easy to buy at auction at fidelity. Why don’t you buy 1 4-week bill tomorrow, then on auto-roll, and report back in 4 weeks
