Putting in a precise hole is always a challenge. Even using a punch, it can walk a bit or the concrete chips to one side moving the hole over a touch. Best thing is to hope what you are mounting is metal and use it's holes to constrain the bit. Otherwise, make a jig from metal with the hole spacing you need. Unistrut is often mounted to concrete and it has oval holes making hole precision less important.
They may have given you masonry anchors that look like drywall anchors. Those work too for light duty work so you don't even need to mess with a tapcon. The pro of using tapcons is they use the smallest hole, so if you screw it up you can maybe fix it with a larger hole and a different type of fastener. You could probably even drill a half inch hole and put a dowel in the hole. Mount the item by screwing into the dowel.
