Yes, but only as a fixed income part of your portfolio. They won't be as good as equity for long term return. They are probably not as good as TIPS in the long term either. Their restriction limits their usefuliness. There are ways to buy more than $10K a year but it's a pain. The current rate is quite attractive though, the zero percent a few years ago, not so much.
