Most muni-bond indexes are pretty poor. For a index to work you need a set of securities that have a high volume of trades. Note, we are mot looking at total volume, but a specific security that you can track day-to-day. Trades means you have price data to create the index, volume lets passive investors enter and exit the market without loosing too much to the bid/ask spread.
