Here is my experience with a similar situation:
We bought our "starter home" 40 years ago. We loved the house, neighborhood and location.
35 years ago, we had 2 children.
Over the years, we could never find place worth moving to. So, we remodeled some to accommodate the kids, changing tastes etc. We did a small addition to get a bigger kitchen.
The house was adequate for the 4 of us, dogs etc, for the 20 years or so both kids were home. And maybe it wasn't sooo spacious to encourage the post-college offspring to return to the nest.

Now, we love our retirement home, its location and neighborhood-- it all seems so familiar. And as a bonus, as time went on, the house became pretty easy to afford and it is long paid off. And that freed up cash for a vacation home etc.
Moral of my story - your starter home can be a temporary family home and down-sized retirement home - all without a moving truck-- if you are creative.
