OP Update. Today I noticed a garden hose snaking out of a neighbor's water meter box next to the sidewalk, so I peeked inside to find a hose bib.
I opened my own meter/valve box and found a capped 1-1/2-Inch female connection between the meter and the shutoff. I plan to ask the city water operations department if I can attach a hose bib there. It is on my side of the meter but outside the shutoff so i guess there is another shutoff upstream (this box is at the sidewalk, which is where I need a hose bib.
