Another issue in this (maybe) is the 5 year clock. I am not an expert on this, but I presume you want a Roth IRA open somewhere for 5 years. After that, math is math. that was my understanding, anyway.
What I mean by this is that when you turn 59 and a half, let's say you roll your 401k to two IRA's. If you already had a Roth IRA, then you would not be starting the 5 year clock.
