I stand corrected. I did not realize that a 403b was considered "controlled" by the employee. It seems very odd. Here is a good write up that I found while looking into it:

My wife has a 403b with a university. As far as I know, we've never been made aware of this limit. I know about the regular 415 limit due to my solo 401k.
