Assuming that the USPS envelopes inside the large UPS envelope were not destroyed or lost, it's pretty irresponsible of UPS not to deliver them to you. They should have your name and address on them after all.

I thought the same. From what I can gather, it appears that the UPS envelope was damaged (by one of their sorting machines?) and the un-opened IRS envelope fell put. However the UPS envelope was damaged, it happened in their presence. It will be interesting to see if the IRS notice shows up.
