For most people without a lumpy tax situation, I imagine equal disbursements makes the most sense. Once the RMD is distributed, the remainder of the disbursement can be converted to Roth.
One possible consideration: the younger the owner of the inherited IRA, the smaller the RMD and thus the greater the amount that goes to Roth
