This is EXACTLY right. I have one from 2019ish that is nearly unusable due to this artifact/effect on a half-inch border around the screen.I had one for 5 years. It's a gorgeous display initially but over time you'll notice it's prone to ghosting on the edge where text and icon is visible when the screen is dark. It looks very similar to “burn-in” but will eventually fade.
The fix is to set the brightness to around 80%.
With that said, the very noticeable ghosting will be a dealbreaker for critical use and it seems odd that LG never addressed the issue.
I wouldn't pay $1299 for a new one but if you can score a deal it's a very capable monitor.
I bit the bullet last holiday season and upgraded to the Apple Pro XDR display which was horrendously expensive but not if I can keep it for 8-10 years.
