It does sound like one solution could be to keep an amount in the settlement account that’s slightly larger than the amount normally drawn from VUSXX. (Assuming the amount is indeed leaving VUSXX, not the settlement account?) But I agree that that shouldn’t be necessary.
It feels like the system is treating VUSXX as some sort of highly volatile investment that can’t be trusted to hold its value from day to day, so that withdrawals have to be backed up by settled funds. But. VUSXX?!
