I do and it does. I have sold "directly to" my bank account before, that's one of the options at Vanguard, it shows up as 2 transactions in your activity but it happens automatically. I may not have mentioned it but I have been to withdraw money that way several times over the last year. What made it stop working was that I made a small withdrawal last week.+1
Did you sell VUSXX, wait for the proceeds to show up in the settlement fund, then try to withdraw from the settlement fund to your linked bank account?
My earlier comments on this thread about it always working are because I've always ensured enough in the settlement fund to cover withdrawals.
It sounds like OP thinks their VUSXX should act like a settlement fund. I don't think it can but I'm not 100% sure.

The rep confirm that if I make any additional contributions to the account, I will run in this problem, at least until my account has been open for year.
