I'll bite. How do you know?

Examining the HTML document that a browser receives from the Bogleheads.org server, when the option in the user control panel of a Bogleheads.org user to scroll quotes is on, the document incorporates an additional stylesheet that limits the height of a quote section and enables scrolling of the quote. The additional stylesheet is present for those not logged in at Bogleheads.org.

It is up to browsers to correctly apply stylesheets. It is much more likely that a user's browser is the source of the problem, rather than the Bogleheads.org server.
Please read the details of the specific issue / experience I’ve had with this (see upthread). It can’t be explained by a browser issue.
Try pressing Ctrl-F5 or Ctrl-Shift-R and see if that helps
