If you would not consider a 0.22% ER to be low for an index fund then, no. BSPSX is the lowest cost NTF index fund at USBI, at least according to their fund screener, which is reportedly unreliable. Is there a good low-fee US total market index mutual fund or S&P 500 mutual fund available at both Fidelity and US Bank with no transaction fees?
As noted above, if you will do little or no trading then you can just buy FXAIX (or FSKAX) at Fidelity and transfer that. You would pay a $25 transaction fee for any trades at USBI. A 0.2% higher ER to buy an NTF fund would have a cost of $200 per year for $100K.
