My prediction is that (1) your 1099 forms will be accurate, and (2) Vanguard intended for the Retirement Summary page to look the way it does because they had to make a choice and they figured more people would want it that way.
We/you will eventually find out the truth for (1) but (2) will likely remain unsolved. Although someone could try asking Vanguard about it!
